The International Border Crossing (IBC) Strategic Plan is being led by the El Paso Metropolitan Planning Organization (EPMPO). EPMPO is the decision-making body for the entire region, coordinating transportation planning between counties, local governments, and transportation agencies. The EPMPO planning area includes all of El Paso County in Texas, and small portions of Doña Ana & Otero Counties in New Mexico.

EPMPO has established a Steering Committee to guide the development of the IBC Strategic Plan. The Steering Committee includes members from both sides of the border in government, industry, economic development, and community organizations. Input from the Steering Committee will be central to develop a prioritized list of improvements to IBCs that the region can pursue with one voice.
