The El Paso Metropolitan Planning Organization (MPO) is developing the International Border Crossing (IBC) Strategic Plan to establish a regional vision for the future of cross-border activity in the Borderplex connecting Texas, New Mexico, and the State of Chihuahua across the U.S.-Mexico border.

The IBC Strategic Plan will outline infrastructure, operational, policy, and coordination recommendations to improve cross‑border mobility at the Borderplex. The plan will rely on strong, continuous binational collaboration from stakeholders for the public and private sectors to ensure recommendations reflect shared regional priorities.
